Water

Alliance provides top-tier water quality services to cater to the complex needs of the industrial sectors. Whether it’s addressing regulatory needs through permit review, fish tissue sampling, and wetlands science, or providing non-regulatory offerings like stream and wetlands restoration and enhancement, our multifaceted approach ensures that the clients have the support they need at every stage.

Alliance has completed numerous hydrological and hydraulic studies for a wide range of applications. Many studies have been completed in support of TMDL and waste load allocations or for flow analysis. Projects often include dye tracer studies to determine time of travel, flow modeling (including HEC-RAS analysis) and direct instream measurement of flow using the velocity area method. On several occasions Alliance has calculated new regulatory low flows (7Q10, 7Q2, etc) for permittees resulting in increases to stream background flows and associated allowable increases in pollutant loading to the receiving stream. Alliance has a long-time relationship working with state, USGS, and EPA Environmental Quality staff on hydrological and other water quality issues.

Alliance provides strategic NPDES Permitting Services to industrial and municipal clients in order to minimize costs associated with compliance with water quality standards and effluent guideline requirements.  Specific service areas include: permit application development (including clean sampling for metals), permit review and negotiations, adjudication support, preparation of pollution prevention plans, and NPDES data systems management including DMR preparation.

Alliance provides strategic stormwater permitting services to assist industrial, construction, and municipal clients in achieving cost-effective compliance with local, state, and federal stormwater discharge regulations. Specific service areas include attainment of applicable stormwater permits, Stormwater Pollution Prevention Plan (SWPPP) development, development and implementation of Best Management Practices (BMPs), site inspections, sampling and monitoring, training, record keeping, and reporting.

Alliance provides expertise to municipal and industrial clients in order to develop technically sound TMDL and waste load allocation studies. We have considerable experience in running EPA supported water quality models including QUAL2E, WASP, and CORMIX. Alliance field crews are experienced in conducting studies that directly effect the results of TMDL modeling including low flow analysis, hydraulic and dye studies, and collection of water quality and in-situ data on both large and small streams. Alliance has long-term working relationships with State and EPA staff in Oklahoma, Arkansas, Kansas, Missouri, and Louisiana. We have successfully negotiated permit limits, results of TMDL studies and approval of special water quality studies with personnel in each of these states.

Alliance provides expertise to industrial and municipal clients related to their NPDES required WET testing application. We have extensive experience in issues related to the implementation both routine WET testing and the development and implementation of TREs and TIEs in compliance with NPDES mandated toxicity testing. Ever increasing focus on WET testing as a method to measure permit compliance requires increased attention to routine monitoring of WET test results to document both test success and test failures. EPA and State application of reasonable potential determination requires ever vigilant attention to both lethal and non-lethal WET test performance. GBMc individualizes EPA/state methods to cost effectively address WET testing and TRE issues applying a tiered approach to facility WET test compliance.

Alliance has significant experience in the area of watershed management. Detailed watershed analysis and characterization studies have been completed to identify causes/sources of stream corridor disturbance and potential measures to restore natural conditions and protect water quality. Experience includes; point source and non-point source pollutant loading assessments, flow studies, geomorphology surveys, stream and riparian habitat assessments, land use/land cover assessments, rapid bioassessments, and water quality modeling. Assessment findings have led to development of watershed management plans and protection strategies including; best management practices (BMP’s), storm water treatment features and aquatic habitat restoration.

Natural Resources

Alliance provides a broad range of services relative to the assessment of aquatic biological communities in both streams and lakes.  Fish, macroinvertebrate, periphyton, zooplankton, phytoplankton and habitat collection and analysis techniques have been used over a wide range of habitat types and sampling conditions.  Alliance maintains a variety of field equipment to facilitate multiple site surveys in various size waterbodies.  Alliance have maintained appropriate state collectors permits, allowing sampling and preservation of aquatic macroinvertebrates, and fish since the mid-1980’s and for multiple states including Arkansas, Oklahoma, Missouri, Mississippi, Virginia and Kansas.  Key attributes of our bioassessment program are listed below.

Alliance has completed ecological risk assessments and human health risk assessments for industrial clients with concerns ranging from heavy metals to organic pollutants. Our team of scientists, toxicologists and engineers have over 50 years of combined experience assessing risk of toxic pollutants to the environment. Our experience spans all media types including water, groundwater, soil/sediment and air. Alliance has the field resources and expertise to not only evaluate ecological risk from the desktop but to conduct comprehensive risk assessment studies that include field data collection and fate and transport modeling.

Alliance has completed multiple ecological restoration projects including wetlands, streams, lakes and upland areas.  Our experience includes mitigation plan development, design of restoration/enhancement projects and construction management. Several members of our mid to senior level staff have been trained in Natural Channel Design (Rosgen, 1996) and have field experience surveying stream channels, classifying streams and evaluating restoration potential. Our staff of ecologists, hydrologists and engineers form an ideal restoration team that has successfully designed restoration projects in several stream reaches that have included; step-pools, riffles, veins, thousands of feet of bank stabilization and in-stream habitat features. The same team, coupled with our wetlands scientists have successfully restored and/or enhanced wetland habitats for mitigation and water/stormwater treatment.

Alliance utilizes geospatial information and technology as an aid in assessing and visually demonstrating complex sets of geo-referenced data, both from a “stand alone” project perspective and internally as a key component of technical studies. Alliance uses the ESRI ArcGIS platform and extensions along with additional tools (QGIS, Google Earth, etc.) to create, analyze, and maintain geospatial project-specific and reference data.

Alliance provides strategic US Army Corps of Engineers (USACE) Permitting Services to a range of clients in order to reduce, avoid, or minimize impacts to Waters of the US and to minimize costs associated with permitting and mitigation.  Specific service areas include:  identification and delineation of Waters of the US, development of pre-construction notification packets (permit applications) for Section 404 of the Clean Water Act and Sections 9 and 10 of the Rivers and Harbor Act, correspondence and negotiations with the USACE, and mitigation support including guidance on avoidance of Waters of the US and development of compensatory mitigation plans.
